Born in Barcelonnette on September 22, 1940, he entered local politics in 1983 when he became mayor of Sisteron, a post he held for more than four decades. He later sat in the National Assembly from 2002 to 2012 as the deputy for the department’s second constituency, serving on behalf of the Union for a Popular Movement.

Spagnou had also worked as a savings bank manager and was named a Knight of the National Order of Merit.
