Born in Chongzuo, Guangxi, in November 1954, he was a member of the Zhuang minority and spent his career in the government of Guangxi after studying at Guangxi University. He became chairman of the autonomous region in 2013, after earlier serving as deputy party secretary and holding other regional posts, and later was named a deputy director of the Financial and Economic Committee of the National People’s Congress.
