Born in Tuzla in 1930, she worked as a university teacher and scientist before entering politics, teaching biology at the University of Sarajevo and later serving at its Faculty of Natural Sciences and Mathematics as dean. A Fulbright Scholar, she also pursued research in the United States and in Europe.
Plavšić led Republika Srpska from 1996 to 1998 and was later convicted by the International Criminal Tribunal for the former Yugoslavia of crimes against humanity in connection with the Bosnian War.
