He was the 16th emir of Gumel in Jigawa State, Nigeria, a position he held from 1980. Born on December 12, 1942, Sani II was educated at Gumel Primary School, Hadejia Middle School and Kano High School in Rumfa College before continuing his studies in public administration at the Institute of Administration in Zaria.
He later studied political science and international relations at Ohio University in the United States, completing his studies in 1978.
