Born Vyacheslav Ivanovich Dolgov in Moscow on July 31, 1937, he graduated from the Moscow State Institute of International Relations in 1961 before entering the Soviet Foreign Ministry’s diplomatic service. He later served as adviser-envoy at the Soviet Embassy in London from 1982 to 1984 and received his first ambassadorial post in 1990, when he was named Soviet ambassador to Australia with concurrent accreditation to Fiji, Nauru and Vanuatu.
After the Soviet Union dissolved, he continued as Russia’s ambassador to Australia.
