Born in Ciuciuleni, Moldova, on March 21, 1949, he became a professor doctor and was a member of both the Union of Composers and Musicologists of the Republic of Moldova and the Union of Composers and Musicologists of Romania. Chiriac settled in Iași in 1995.
He studied composition, musical forms, harmony, orchestration, polyphony and counterpoint at the State Institute of Arts in Chișinău, and later taught music theory, solfeggio, harmony and analysis of musical works at the Ștefan Neaga College of Music in Chișinău before holding posts in Moldova’s cultural institutions and serving as artistic director of the National Philharmonic in Chișinău.
