Born Tsuri Sheinkin in Herzliya in 1934, he joined the Israel Defense Forces in 1952 and later adopted the surname Sagi, as was customary in the military. His service included work in the 35th Paratroopers Brigade and participation in reprisal operations along ceasefire boundaries.
During the First Iraqi–Kurdish War, he helped Kurdish forces train and plan with Mossad backing and became close to Kurdish leader Mustafa Barzani. He later returned to Kurdistan during the Second Iraqi–Kurdish War in 1974, when he again assisted the Peshmerga in their fighting against the Iraqi army.
