A native of Yomitan in Okinawa, he graduated from the University of the Ryukyus in 1958 and began his career as a public school teacher before moving into local politics. Yamauchi served as mayor of Yomitan for six terms over 24 years, then won election to the House of Councillors in 2007 as a member of the Social Democratic Party.
