Born on July 2, 1943, he was also known as Roger Spencer Jones. Educated at Bala Boys’ Grammar School and the Welsh School of Pharmacy in Cardiff, he went on to complete his professional qualifications and earn an MSc at Bradford Management School.

He built a career in the pharmaceutical industry with the Wellcome Foundation, beginning in consumer products marketing before taking on management roles in Nigeria, then across West Africa and the Middle East, and later in Eastern Europe and the Communist Bloc, where he gained experience in technology transfer. He also chaired or served as a board member of a number of public bodies, and was made a Knight Bachelor and a Fellow of the Learned Society of Wales.
