Born in Melbourne on December 24, 1965, as Peter Argyris Katsambanis, he studied at the University of Melbourne and worked as a solicitor before entering politics. A Liberal member of the Victorian Legislative Council from 1996 to 2002, he later returned to parliament in Western Australia, winning a seat in the Legislative Council at the 2013 state election and taking office on May 22 that year.
He resigned in 2017 to contest the Legislative Assembly seat of Hillarys, which he held until Labor’s Caitlin Collins defeated him at the 2021 state election.
