Born Pedro Rodríguez García in Cartagena in 1933, he specialized in ecclesiology and became a leading Catholic scholar at the University of Navarra in Pamplona, where he taught for many years and served as dean of theology. He wrote dozens of books and articles on theology after beginning his career in 1959, following studies at the University of Madrid and the Pontifical Lateran University.

His critical edition of the original manuscript of the Catechismus Romanus was later praised by Joseph Cardinal Ratzinger as having great significance for work on the Catechism of the Catholic Church.
