A Democrat, she represented the Senate’s 7th District from 1990 until 2016, after earlier service in local government in Elsmere. From 1985 to 1990, Blevins served on the town council and as mayor, then moved to state office.

In the Senate, she held leadership positions as majority whip from 2007 to 2009 and majority leader from 2009 to 2012. She later served as president pro tempore of the chamber. Blevins sought re-election in 2016 but lost by 282 votes, ending her representation of the district.
