Born in West Hampstead, northwest London, on October 30, 1931, he was the third son of David Hillman, a portrait painter and stained-glass artist, and Annie Hillman, a general practice physician. He and his brothers grew up in West Hampstead and in Rickmansworth during the Second World War bombing raids.

Their parents were Scottish Jewish. Hillman studied architecture at the Bartlett School of Architecture at University College London and practised as an architect for several years before changing direction. In 1970, he completed a doctorate at the University of Edinburgh on transport, planning and environmental issues. He later spent at least 30 years at the Policy Studies Institute, University of Westminster, where he became a Senior Fellow Emeritus in 1992. His career brought together architecture, town planning and environmental concerns, with transport and planning among the subjects of his doctoral research.
