Born in 1940, she served as chargé d’affaires at the Venezuelan mission to the United Nations from 1977 to 1978, then represented Venezuela as ambassador to Trinidad and Tobago from 1984 to 1989 and to Cuba from 1989 to 1992. Her work at the United Nations included service on the Committee on Decolonization, the Committee on Social Development and the Committee of the Office of the United Nations High Commissioner for Refugees between 1965 and 1980.

She studied at the School of International Affairs at the Central University of Venezuela, the National Defense Institute of Venezuela and New York University for Latin American Studies, and also worked on international issues tied to decolonization and the Non-Aligned Movement.
