Born on March 3, 1957, he began his working life as a guard for Western embassies in Kinshasa before joining the Alliance of Democratic Forces for the Liberation of Congo, led by Laurent-Désiré Kabila. The alliance’s victory helped advance his career in public service.
In 2007, Mutond became the agency’s principal administrator for security. Four years later, President Joseph Kabila appointed him general manager, a position he held until 2019. His tenure was later accompanied by allegations and sanctions. In 2016, Moïse Katumbi filed a complaint against him in the United States alleging torture. That December, the U.S. Treasury Department imposed sanctions on Mutond over alleged illegal mineral exports.
