Born on January 19, 1948, in Dolní Újezd in the Přerov district, he studied numerical mathematics at Palacký University Olomouc from 1966 to 1971, then history of philosophy and logic at Charles University from 1973 to 1975. He later completed a scientific aspiranture at the Faculty of Arts of UJEP Brno in 1979 and 1980.

Štěpán’s work developed along two lines, combining mathematical and information-focused research with philosophical and logical inquiry. In the first, he produced roughly 40 studies, projects and manuals on the use of mathematical methods in economics and software engineering, as well as educational software; in the second, he focused especially on deontic logic and the structure of normative systems.
