House, died October 6, 2026, aged 97. Born in Wilkes-Barre, Pennsylvania, he graduated from James M.
Coughlin High School in 1946 and from King’s College in 1951. After serving in the U.S. Army, Nelligan worked as an accountant and joined the staff of the U.S. Government Accountability Office in Washington, where he served from 1951 to 1967. His career then included work on the staff of the U.S. House of Representatives. From 1970 to 1973, he directed the Finance and Grants Management Division of the Office of Economic Opportunity. He subsequently led the Office of Property Management in the General Services Administration’s Office of Federal Management Policy from 1973 to 1975. Nelligan served one term in Congress, representing Pennsylvania’s 11th District from 1981 to 1983. A decade later, in 1991, he was a candidate for the Luzerne County Board of Commissioners. His public service included roles in federal agencies and the House, following his education in Wilkes-Barre and early work in accounting.
