A Palauan politician and businessman, he served as speaker from January 1997 to November 2000 after being elected to the House of Delegates in 1980 as the representative for Ngchesar. Anastacio was re-elected in 1984 and later became floor leader of the chamber by 1990.
He was also known to hold the traditional chief title of Rechesengel in Ngchesar.
