He was elected to the Pratinidhi Sabha in 1999 as a Nepali Congress candidate and later served as acting president of Nepali Congress Democratic. Shrestha also held senior positions within the party, including as a central working committee member, and served as deputy prime minister and minister of education in a government led by Sher Bahadur Deuba.
