A member of the Democratic Party, Lynch was born Garreth James Lynch on March 13, 1943, in Portsmouth, New Hampshire. He attended Assumption Preparatory High School and the College of the Holy Cross, later earning a bachelor’s degree from Westfield State University, a master’s degree from Suffolk University and a doctorate from the University at Albany.
After his studies, he worked as an English teacher at Westfield High School before entering state politics.
