Fort was born in Detroit and earned a bachelor’s degree in history and a master’s degree in educational administration from Wayne State University before completing a doctorate in educational administration at the University of California, Berkeley, in 1964. He later worked in Detroit public schools, held teaching posts at the University of Michigan and Michigan State University, and went on to lead the Inkster, Michigan, public school system before his long tenure at North Carolina A&T.
