Born Édouard Léon Raoul Balladur in İzmir, he went on to become France’s 91st prime minister, serving under François Mitterrand from 1993 to 1995. A career economist and civil servant, he was educated at the Paris Institute of Political Studies and the École nationale d’administration and worked at the Conseil d’État.
Balladur also served as finance minister from 1986 to 1988 and later ran unsuccessfully for the presidency in 1995, finishing third.
