Born in Pleslin-Trigavou, in Brittany, on March 31, 1938, he became a prominent Socialist figure in public life. He served in the Regional Council of Brittany from 1974 to 1985, represented his party in the Senate from 2006 to 2008, and was elected to the National Assembly four times.
Josselin also held ministerial posts in several Socialist governments and chaired the Côtes-d’Armor departmental council from 1976 to 1997. He studied at the Paris Institute of Political Studies and was made an Officer of the National Order of Merit.
