Born in Chiba Prefecture on March 10, 1938, he covered the Vietnam War while stationed in Saigon from 1964 to 1968, then worked as a staff photographer for Asahi Shimbun from 1969 to 1984 before continuing as a freelance photographer. In later years, Ishikawa remained active in conflict zones around the world and also became known for images of daily life, portraits and Ryukyu Dance.
His work entered permanent collections in Vietnam and Okinawa after he donated photographs to the Vietnam War Remnants Museum in Ho Chi Minh City and to an exhibition room in Okinawa City.
