Also known as Robert Stuart Ives, he was born on December 16, 1938, and was educated at the University of Western Australia, where he earned a Bachelor of Arts with honours before completing a Diploma of Education and a Master of Arts. He worked first as a teacher and later as a management consultant after moving to Melbourne in 1965.
Ives joined the Labor Party in 1967 and became active in its organisational work, including service as president of the Balwyn branch, secretary of the Kooyong Federal Electorate Committee, a state conference delegate, a member of the Administrative Committee State Branch, and secretary of the Foreign Affairs Policy Committee.
