A native of St. Joseph, Missouri, he spent 32 years as a Foreign Service officer, with postings that included Vietnam, Cambodia, Lesotho and South Africa. He later served as ambassador to Sudan and then to Haiti, and took part in several United Nations peacekeeping missions. Carney also led the Haiti Democracy Project, an initiative launched during the George W. Bush administration to strengthen Haiti’s institutional ties with the United States, and in 2003 he was tapped to oversee American reconstruction efforts in Iraq after the war.
