From 1970 to 1997, Graham was involved in negotiations on major agreements including the SALT and START treaties, the ABM Treaty, the INF Treaty, the Non-Proliferation Treaty, the Conventional Armed Forces in Europe Treaty and the Comprehensive Nuclear-Test-Ban Treaty. He served as acting director of the Arms Control and Disarmament Agency in 1993, then as acting deputy director, and from 1994 to 1997 was President Bill Clinton’s special representative for arms control, non-proliferation and disarmament. He also served as general counsel of the agency for 15 years and worked with six presidents during his career.
