Known professionally as Thomas Jude Frawley, he was born in Limerick in 1949 before his family moved to Belfast, where he attended St. Mary’s Christian Brothers’ Grammar School.
He later studied at Trinity College Dublin and worked for several health authorities. At 31, he was appointed chief administrative officer of the Western Health and Social Services Board in Derry, an early step in a career that later included serving as Northern Ireland Ombudsman from 2001 to 2016.
