Born in Inami, Toyama Prefecture, in 1927, he graduated from Keio University and later took over as president of Tonami Transportation in 1955. Watanuki was elected to the Toyama Prefectural Assembly in 1959 and entered the Diet in 1969 as a member of the Liberal Democratic Party.
