Born on March 16, 1933, Kramer studied physics at the University of Münster, the University of Tübingen, the University of Bristol and the University of Marburg. He received his doctorate in Marburg in 1964 and completed his Habilitation in Tübingen in 1968.
Kramer later worked as a postdoctoral researcher at UNAM in Mexico City, where he collaborated with Marcos Moshinsky, and joined the Institute for Theoretical Physics in Tübingen as a professor in 1970. He remained there until his retirement in 1998.
