Noah Musingku, a Papuan con artist and fugitive, died October 20, 2026, aged 61.

Born in 1964 in Tonu on Bougainville Island, he became known for U-Vistract, a Ponzi scheme he launched in Port Moresby in 1998. The operation drew investors across Papua New Guinea, including politicians, and defrauded them of hundreds of millions of kina before being declared bankrupt in 2000.

Musingku had registered U-Vistract Finance Corporation with Papua New Guinea’s Investment Promotion Authority in 1988, a decade before the scheme began. Facing arrest after its collapse, he fled to the Solomon Islands in 2002, then entered Bougainville’s β€œno-go zone” in 2003, an area ruled by secessionist leader Francis Ona. In 2004, he returned to Tonu and established the Kingdom of Papaala, a self-proclaimed micronation presented as a safe base for U-Vistract under the protection of Fijian mercenaries. He styled himself King David Peii II. His years of activity were listed as 1995 to 2026, a span that included the financial scheme and his later micronational project. His activities unfolded amid a wider spread of get-rich-quick schemes in Papua New Guinea after the 1997 Asian financial crisis destabilized the national economy.
