Known also as Melvin Richins Brown, he represented House District 53 and lived in Coalville, Utah. Brown was born on February 15, 1938, in Henefer, Utah. He studied at the University of Utah and Utah State University, and the latter awarded him a bachelor’s degree in education. Before entering politics, Brown was part of the 1955 North Summit football team, where he played center and was among the first North Summit Braves to earn first-team all-state football honors.
