Born on April 3, 1955, in Tizi Ouzou, he entered politics with the Front of Socialist Forces (FFS), founded by Hocine Aït Ahmed. In 1991, Lounaouci left the FFS to join the Rally for Culture and Democracy (RCD), led by Saïd Sadi.

He was elected a deputy under the RCD banner on June 5, 1997, and became head of the party’s parliamentary group. The RCD joined the governing coalition after Abdelaziz Bouteflika took office in April 1999. Lounaouci and Amara Benyounes were appointed to the executive as the party entered government. On December 24, 1999, Lounaouci became transport minister in the government of Benbitour, adding cabinet service to his parliamentary and party roles.
