Born in Tizi-Ouzou on April 3, 1955, he was a member of the Rally for Culture and Democracy (RCD). Lounaouci was elected to Algeria’s People’s National Assembly in 1997.
On December 24, 1999, he was appointed minister of transport, a post he held until his dismissal in 2001. He resigned from the RCD in November 2008. In 2011, he signed a petition in support of General Khaled Nezzar, who was on trial in Switzerland. Lounaouci died in Algiers.
