Born in West Virginia on October 27, 1930, he studied at Deep Springs College before earning a Ph.D. in mathematics from the University of New Mexico.

Simmons spent much of his career at Sandia National Laboratories, where he served as a manager in the applied mathematics department and later as a senior fellow. His work centered on authentication theory and related problems of mutual distrust in communications, and he published more than 170 papers on asymmetric encryption and related subjects. Among his technical contributions were subliminal channels for concealing covert communications in digital signatures and an authentication channel modeled in part on Claude Shannon’s secrecy channel.
