Born in Toronto on February 12, 1941, he entered federal politics by winning the Saskatchewan riding of Palliser in the 1997 election and was re-elected in 2000. He served as NDP caucus chair from 2000 until losing his seat in 2004 by 124 votes.
After leaving Parliament, Proctor became chief of staff to NDP leader Jack Layton from 2004 to 2005 before retiring to Victoria, British Columbia, in 2005.
