Born in Temora, New South Wales, on June 23, 1929, he played rugby league in the 1950s and was best known for his time with Western Suburbs in the New South Wales Rugby League competition. Ratcliff came through the game in country New South Wales, playing his junior football for West Wyalong, and earned notice after featuring in the 1951 Group 9 grand final.

He signed with Western Suburbs after a successful trial and made an immediate impact on debut in Round 1 of the 1952 season, scoring a hat-trick in a 31-30 win over St George at Kogarah Oval.
