Born Bruce George Baird in Sydney on February 28, 1942, he served in the New South Wales Legislative Assembly for Northcott from 1984 to 1995 and later represented Cook in the Australian House of Representatives from 1998 to 2007. A member of the Liberal Party, he was New South Wales transport minister from 1988 to 1995 and deputy leader of the state Liberal Party.

Baird also worked as an assistant trade commissioner at the Australian Embassy in Bonn. He studied at the University of Sydney and the University of Melbourne, and was appointed a Member of the Order of Australia.
