Born in Aïn Sefra, then part of French Algeria, on October 16, 1952, he was affiliated with the Democratic National Rally (RND). He represented the party in Algeria’s Council of the Nation from 2007 to 2012, serving as a member of the country’s upper legislative chamber.

In 2012, he also served on the supervisory committee for the parliamentary election. On October 8, 2015, President Abdelaziz Bouteflika appointed Boualem to lead Onpolitic, an agency tasked with monitoring telephone and electronic communications. The appointment placed him in charge of an agency whose remit covered both telephone and electronic communication. Later, Boualem moved into a senior role in the presidency. On November 11, 2023, he replaced Nadir Larbaoui as cabinet director under Tebboune; the appointment was made permanent in January 2024. His public service thus included party representation in the Council of the Nation, a role on an election supervisory committee and leadership positions in the communications agency and the presidency. He died in Geneva, Switzerland.
