He served as mayor of Or Akiva from 1989 to 2003 and was elected to the Knesset in 2003 on the Likud list, later serving with Kadima until 2013. During his parliamentary career, he held the posts of Minister of Health in 2006 and Minister for the Development of the Negev and the Galilee from 2007 to 2009.
He also served as Minister of Immigrant Absorption and as a minister without portfolio.
