Born in Brașov on December 8, 1944, he was a Romanian Armed Forces officer who rose to the rank of major general and was advanced by presidential decree on October 21, 2010. Oancea was also identified as the first Army officer to take a public stance against the Communist regime during the Romanian Revolution on December 22, 1989, an act that led to his imprisonment under General Ștefan Gușă.
In 1992, he received the PL Foundation Freedom Award, shared with Radu Filipescu.
