Barrera Sr., an American politician who served as Texas secretary of state from 1968 to 1969, died on March 14, 2026, in San Antonio, Texas, at the age of 99. Born in San Antonio on January 30, 1927, he was Texas’s first Hispanic secretary of state.
He attended St. Mary’s University of San Antonio and later served under Governor John Connally.
