Born in Dalton-in-Furness, Cumbria, in 1944, he was first elected to the House of Commons in 1992 and retired at the 2005 general election. Before entering Parliament, he was a teacher.
He also stood for West Lancashire at the 1987 general election and later served on Lancashire County Council, winning the Ormskirk seat in 1989.
